Although this page looks much the same as this, rather than an embedded map image, the Silverlight animation is floating above maps.live.com using the Virtual Earth SDK. Click-drag of the map doesn't work "through" the animation, but you'll notice if you drag around the edges (or change the zoom level), the animation will get out-of-sync... so there's a little more work to do - but you can change road/aerial/hybrid settings.
Click Play > to run the animation again (and here to see another Silverlight/Maps sample)
